An AliExpress order entering the United Arab Emirates sits inside two overlapping systems: federal/GCC customs and VAT rules, plus local customs procedures at the emirate or point of entry. That distinction matters because a useful rule in Dubai should not automatically be treated as a UAE-wide exemption, even when the underlying GCC tariff framework is shared.
For a buyer, the safest starting point is the shipment itself. Check the real delivery address and emirate, the item category, the customs value, and the route shown for the order. Then separate customs duty from VAT instead of treating “5%” as one universal import charge.
The UAE’s 5% customs tariff and 5% VAT are different layers
The Federal Authority for Identity, Citizenship, Customs and Port Security describes the GCC Customs Union as applying a common external tariff of 5% to foreign goods imported from outside the Union, subject to exemptions and goods with different treatment. The first point of entry handles inspection, clearance and duty collection under the customs-union model.
That 5% customs tariff is not the same as UAE VAT. The Federal Tax Authority states that VAT generally applies at 5% unless a transaction is zero-rated or exempt, and VAT is due on goods purchased from abroad. Its import guidance explains that the VAT base can include customs value, insurance, freight, customs fees and excise tax where applicable.
The practical consequence is to avoid taking the product-page price and adding one flat 5%. Depending on the goods and route, customs duty, VAT and other legitimate clearance costs can have different bases or exceptions. Keep the order confirmation, invoice, product description and shipping evidence for an order where import charges could materially affect the decision.
Dubai’s new AED 1,000 e-commerce threshold is a local customs rule
Dubai Customs changed an important e-commerce rule in 2026. Under Customs Circular No. 16/2026, the customs-duty exemption threshold for eligible cross-border e-commerce shipments was raised from AED 300 to AED 1,000 of CIF value, effective 3 August 2026.
That is current and useful for shipments clearing under the Dubai e-commerce framework, but it should not be rewritten as “all AliExpress orders under AED 1,000 are tax-free in the UAE.” Dubai Customs describes the change as a customs-duty exemption for eligible e-commerce shipments. VAT is a separate federal tax question, and another emirate or clearance route can have its own operational rules.
If a parcel is close to a threshold or the saving depends on the exemption, check the customs authority for the actual entry route rather than relying on a generic marketplace article. The emirate named in the delivery address does not always tell you every detail of the logistics path, so the carrier’s clearance information can matter too.
Product restrictions can matter before the shipping price does
The UAE’s official customs guidance distinguishes prohibited goods from restricted goods that require approval from the relevant authority. Restricted categories can include medicines and medical equipment, wireless and transmission devices, some cosmetics and personal-care products, plants and agricultural items, and other regulated goods.
For an ordinary phone case or household accessory, this may never become an issue. For a radio device, medical product, unusual cosmetic, food item or another controlled category, check the current UAE commodity restrictions before paying. The federal Central Customs Tariff System provides commodity lookup, duty estimation and restriction information, which is more useful for a regulated purchase than a seller’s assurance that the item “ships worldwide.”
Do not confuse passenger allowances with parcel imports. Rules for personal luggage or gifts carried by a traveller have their own conditions and should not be used as a shortcut for an e-commerce shipment arriving by post or courier.
The live checkout is the only safe payment list
AliExpress can change the payment methods, currency display and checkout options available to a particular account or order. Do not rely on a static UAE list of cards, wallets or instalment products. Use the methods actually shown for the cart and read the transaction currency before authorizing payment. If the issuer converts a foreign-currency charge, its exchange rate and fees can affect the final card amount independently of customs and VAT. The same discipline applies to a refund. Keep the order and payment evidence until the purchase is settled, especially when a returned item has already entered a customs process. A marketplace refund and a customs-duty or VAT adjustment are not automatically the same transaction.
Delivery depends on the route, not a UAE-wide day count
Set the full UAE address and emirate before judging whether a listing is a good option. Shipping availability, fee, tracking and delivery estimate can vary by product and seller, so a fixed “AliExpress UAE delivery time” is too blunt to use for a current order.

A UAE order makes the most sense when four things line up: the exact item is permitted, the shipping route is suitable for the real address, the payment shown at checkout is acceptable, and the likely customs/VAT treatment does not erase the price advantage.
The closing check is whether the route and import treatment fit the shipment you are actually buying. Federal VAT, GCC customs treatment and an emirate-specific e-commerce facilitation are separate layers, so keep them tied to the actual entry route instead of collapsing them into one UAE-wide shortcut.
