For AliExpress shoppers in Rwanda, the important question is not whether a parcel is “small” in everyday terms. Customs can assess the declared value, commodity code and applicable taxes, while the delivery route determines how the parcel reaches you and what information you may need to provide before release.

Rwanda Revenue Authority publishes a specific postal customs procedure, so this guide uses that process rather than generic marketplace assumptions.

How postal parcels are handled by customs

Rwanda Revenue Authority says international mail and packages arrive under customs supervision and are transferred to the post office exchange process. Customs can assess the parcel from the declared particulars, quantity, value, commodity code and applicable rate.

If the declaration is not sufficient for assessment, the parcel may be opened and the value appraised by the customs officer. That makes accurate product descriptions and purchase records important even for an ordinary online order.

CN22 and CN23 values matter

For postal shipments, Rwanda’s customs guidance states that the value declared on the CN22 or CN23 customs declaration is used as the parcel value at destination. If no value is indicated, the proper customs officer can determine the value.

For a commercial parcel, an invoice or statement with full particulars of the goods should accompany the shipment. As a buyer, keep your AliExpress invoice or order confirmation, payment evidence, product description and tracking number until the parcel is released and delivered.

Customs duty depends on the product

Rwanda applies the East African Community customs framework rather than one universal AliExpress duty rate. The commodity code and the Common External Tariff determine whether import duty applies and at what rate, subject to any applicable origin preference or exemption.

This means a single percentage copied into a shopping guide cannot accurately predict every order. For a purchase where customs charges could materially change the decision, identify the product category and check the current tariff treatment.

VAT on imports

Rwanda Revenue Authority lists 18% VAT for other goods and services supplied in Rwanda or imported, with zero-rated and exempt categories treated separately.

For imported goods, VAT can be part of the amount collected during customs clearance alongside import duty, excise duty or other applicable charges. The exact result depends on the product and customs value, so the safest comparison is the total landed cost rather than the AliExpress item price alone.

What happens when the parcel is ready for release

Under the postal process described by RRA, the importer presents the parcel advice, customs collects the required duties and taxes on the simplified entry, the customs entry is signed and stamped, and the parcel is released through the Post Office process.

The details can differ when a parcel follows a courier or other logistics route rather than ordinary postal handling, so use the tracking information for the actual shipment instead of assuming that every AliExpress parcel follows one identical final-mile path.

Restricted goods are not ordinary parcels

RRA’s customs guidance tells officers to consider import prohibitions and restrictions when examining parcels. Goods that are prohibited or restricted can be seized or require the relevant authorization under the East African Community customs rules.

If the product is regulated, verify the current requirement before ordering. The fact that a marketplace seller offers international shipping does not prove that the item can enter Rwanda without a permit or other condition.

Delivery: check the exact order

AliExpress delivery estimates vary with the seller, dispatch country, shipping service, carrier handoff and customs processing. A fixed countrywide delivery promise does not describe all products or routes.

Before paying, check:

Whether the seller currently ships the exact variant to your Rwandan address.

The estimated delivery window shown at checkout.

Whether tracking is included and remains useful through customs and final delivery.

Whether the order is urgent enough to justify a faster shipping option.

Whether possible duties and VAT would change the value of the purchase.

Accurate contact details matter as well. Use a complete address and reachable phone number so the carrier or postal service can contact you if customs information or pickup is required.

Payments and currency

Use the payment methods AliExpress actually offers for your account and order. Availability can change by seller, account and card issuer.

If your bank or card converts the transaction from another currency, the final amount charged can reflect the issuer’s exchange rate or foreign-transaction terms. Compare the actual checkout total and payment conditions rather than relying only on the displayed product price.

Sales and coupons: compare the landed cost

A coupon can lower the marketplace price without removing import duty, VAT, shipping or other clearance costs. The real saving is the difference after the whole order is considered.

Before ordering from AliExpress for delivery to Rwanda, confirm:

The exact product can currently be shipped to your address.

You have retained the invoice or order confirmation and payment evidence.

You understand that customs duty is product-specific under the applicable tariff framework.

You have allowed for 18% VAT where the import is not zero-rated or exempt.

The product is not prohibited or restricted without the required authorization.

Your address and phone number are complete and accurate.

AliExpress can still be useful in Rwanda when it offers better selection or pricing, but the most reliable buying decision comes from treating customs, VAT and delivery as part of the order from the beginning. Good records and realistic landed-cost checks matter more than generic delivery promises or blanket duty estimates.
