An AliExpress order to Namibia is easier to misprice than older country guides suggest. The familiar shortcut — “under N$1,000 is exempt, above it pays 10%” — does not match the current customs framework. Duty depends on the tariff treatment of the goods, import VAT has a separate base, and a parcel entering through NamPost can pick up clearance and handling steps before collection.

Namibia also adds checks that generic marketplace advice often misses. Bank of Namibia rules govern small foreign-currency internet-import card payments, while CRAN type approval can matter for routers, radios and other telecommunications equipment. Those country-specific rules should be clear before a delivery estimate or sale badge drives the decision.

Start with the goods, not an N$1,000 shortcut

Namibian customs duty is not a flat AliExpress charge. Under the current Customs and Excise framework, duty is levied according to the tariff heading or subheading that applies to the goods. NamRA’s customs-valuation guidance starts from transaction value — the price actually paid or payable for goods sold for export to Namibia — with the adjustments required by the Customs Act.

That makes the product description and order record important. Keep the item description, invoice or order confirmation, amount paid and any shipping information. A seller’s “tax free” message or a low declared value does not override the tariff classification or the value Customs accepts.

The legislation also contains a narrow low-value rule. Goods with a customs value not exceeding N$500 can avoid formal entry and qualify as an exempt import when no Schedule 1 customs duty is payable. That condition matters: N$500 is not a blanket tax-free allowance for every parcel, and it is very different from the old N$1,000/10% formula.

Import VAT can use a different value from the listing price

NamRA states that VAT is charged at the standard 15% rate on the importation of most goods. But “15% VAT” does not mean simply multiplying the AliExpress product price by 1.15.

Under the current Value-Added Tax Act, the value of imported goods is generally the greater of FOB value plus 10% or the open-market value. Exempt imports and other special cases are treated separately. The checkout price, the customs value and the eventual VAT base therefore should not be treated as interchangeable numbers.

For an order where the import charge could materially affect the decision, use the current tariff treatment and keep the evidence showing what was actually bought and paid. The safer budget leaves room for the duty and VAT that apply to the specific goods rather than pasting one universal percentage onto every AliExpress item.

NamPost may become part of customs clearance

If the shipment enters the NamPost network, the local handoff can include customs work as well as delivery. NamPost says its parcel depot is a bonded facility with customs clearing onsite. Its parcel-depot payment page also separates “Duties & Taxes,” “Handling Fee” and other charges, which is a useful reminder that a collection amount can contain more than one component.

NamPost’s online depot payment currently adds a 3% service fee to that payment channel. Treat that as a NamPost service charge, not as an import-tax rate.

For tracking, start with the carrier and number shown in the AliExpress order. Another route may use a different final-mile operator, so the presence or absence of a NamPost scan is not a universal test for every AliExpress parcel.

Internet-card payments have an exchange-control ceiling

Namibia’s payment constraint sits partly outside AliExpress itself. The Bank of Namibia’s current exchange-control framework links its Currency and Exchanges Guidelines for Individuals, which allow locally issued credit and debit cards for small foreign-currency transactions such as internet imports up to N$50,000 per transaction. A transaction above that amount may not be split to avoid the limit, and paying by card does not remove customs or excise obligations.

The methods displayed by AliExpress can still vary by account and order. Read the amount and transaction currency on the live checkout, then use the issuer’s current card and conversion terms for anything the marketplace does not control. The Namibia Dollar is pegged one-to-one to the South African Rand, but that does not make a foreign-currency AliExpress charge conversion-free. If the transaction settles in USD, EUR or another currency, the issuer’s exchange rate and fees can still affect the final card charge.

Some electronics can stop at compliance before price matters

For phones, radio devices, routers and other telecommunications equipment, price and shipping are not the first regulatory check. CRAN says its type-approval rules apply to people who use, sell, offer for sale or connect telecommunications equipment in Namibia, and type-approval certificates must be obtained before importation.

CRAN lists radio transmitters, modems, routers, short-range devices and other network equipment among the covered categories. If a product falls into that area, check the type-approval position before paying. A cheap marketplace listing is not evidence that the device is cleared for import and use in Namibia.

Other controlled or prohibited goods can have separate rules. For anything unusual, regulated or safety-sensitive, check the current competent-authority requirements before ordering rather than after the parcel is held.

A Namibia order is clearer when the route is known before payment

For ordinary goods, the practical order check starts with the live listing after the real Namibian address is set. Compare the shipping fee, delivery estimate, tracking, return terms and carrier information for the exact variant. Fixed country-wide promises such as “15–60 days” or “25–65 days” are too blunt for a current order.
