For an AliExpress order to Albania, the first customs number to understand is €22. Albanian Customs says non-commercial goods bought online and imported by postal consignment are admitted free of import duties when the invoiced value of the goods does not exceed the equivalent of €22. The threshold is based on the goods themselves, not the shipping or postal charge.

Once an order is above that line, the useful questions change. The parcel can move into a simplified customs-declaration process, transport costs can enter the import-charge calculation, and the tariff treatment of the goods matters. That is a much safer way to plan an Albania order than relying on an old ALL threshold or one flat customs percentage.

The €22 line applies to online purchases, not the €45 gift rule

Albanian Customs’ online-shopping guidance separates two different reliefs. Goods purchased online and imported by postal consignment can qualify for the €22 low-value relief. A separate €45 limit applies to casual, free-of-charge consignments sent from one individual outside Albania to another individual in Albania for personal or family use.

An AliExpress marketplace purchase should not be treated as a person-to-person gift simply because the parcel is small. The 2024 Customs clarification also states that the €22 online-purchase threshold refers to the invoiced value of the goods without transport or postal charges. That distinction matters when an item is close to the line.

Above €22, the postal declaration becomes part of delivery

When a non-commercial postal consignment exceeds the untaxed limit, Albanian Customs requires a customs declaration through the simplified-declaration procedure. The 2024 clarification says postal operators carry out this declaration and that transport costs are included when the import obligations are determined above the threshold.

Keep the order confirmation, product description, amount paid and shipping charge available until the import process is finished. Those records connect the parcel to the transaction if the postal operator or Customs needs the information used in the declaration.

A postal service fee is not a Customs tax

Albanian Customs explicitly separates a postal operator’s fee for declaration or delivery services from import duties. A service fee collected by the postal operator is therefore not evidence of a new customs tax or a universal AliExpress surcharge. If a charge appears, check what part belongs to Customs and what part belongs to the carrier or postal service.

VAT and tariff classification determine the import bill

Albania’s current VAT guidance sets the standard VAT rate at 20%. For imported goods, the applicable VAT rate is the rate that would apply to the same goods in Albania; reduced or exempt treatment can apply where the law provides for it. That means “20% VAT” is an important baseline, not permission to price every product with the same tax formula regardless of what the goods are.

Customs duty is also product-specific. The current Customs tariff framework bases import duties on Albania’s Customs Tariff and the classification of the goods, including normal, preferential and other tariff measures where applicable. For an expensive or unusual item, identify what you are actually importing instead of budgeting from a fixed marketplace percentage.

Keep the checkout record tied to the parcel

Set the real Albania delivery address before deciding that a listing works for you. Shipping availability, cost, tracking and the delivery estimate belong to the exact order, not to an old country-wide promise.
